This wouldn’t result in blowing out the background anymore than it is. Zooming in and backing up would certainly limit the amount of the bushes and other stuff we see behind the fence but I don’t think of that as “blowing out the background”

Wide angles are way better for street photography because being close gives way more impact. And anyone from NY knows that there is clutter everywhere and there’s not always room to back up.
